The 2026 study projects no special assessments during its 30-year model. It does not guarantee that none can occur.

If a person says there will be no special assessment, record the current document supporting that statement. 2

Resolve the WSIAF refund and utility account

At its June 17, 2026 meeting, the Board approved a motion to refund previously collected Water and Sewer Infrastructure Assistance Fee payments. By August 2026, TVPOA said the Board had also approved an implementation plan for approximately 7,000 refunds. The public page uses the utility customer's account status to determine credit, balance application or check handling. 3 4 5

Public Chapter 727 changed the statutory definition of a transfer fee covenant in April 2026. It did not create a TVPOA charge or state an amount. 6

Make the household decision

Stop. The purchase requires the most favorable answer to an unresolved charge, assessment, refund, title, insurance or financing question. Resolve before contract. A material written answer or document is still missing. Mitigate. The household can proceed only with a recorded allowance, contingency or other protection. Accept. The household accepts the documented recurring and one-time costs without turning an unresolved line into zero.
