Use this worksheet before buying a lot, signing a construction contract or relying on a planned exterior or shoreline project. Print it or save the printout locally with the property file. Nothing you type is submitted or saved. A blank means unresolved, not zero, approval or not applicable.

Identify the parcel and proposed project
Do not choose a permit office or public-code authority from a mailing address alone. Use the parcel record and the ACC's written direction.

Assemble the recorded parcel file
The Blue Book says recorded-plat setback lines control and some lots have larger utility easements than the community minimum. A listing sketch is not the parcel file. 1

Obtain the current ACC package
The public Blue Book and FAQ give different meeting-frequency descriptions. The public PDF's table of contents lists a fee appendix that the file does not contain. Use the current written calendar, packet and fee schedule, not an inferred date or zero. 23

Record completeness and the written decision
The 45-day period does not begin until applicable fees and all required applications and design documents have been received. The application is automatically denied without prejudice and rescheduled for the next meeting if the required contractor is absent. 1

Reconcile the design with the lot
Do not describe a lot as buildable merely because a generic minimum or setback appears to fit. The survey, plat, easements, drainage and design file must work together.

Keep shoreline and outside approvals separate
An ACC step does not guarantee an outside approval. Riprap and seawalls remain subject to their own shoreline permits and TVA and Army Corps approvals; the exception concerns only the home-permit-first sequence. A waterfront description does not prove recorded shoreline privileges or approve a dock. 1

Close both preconstruction permit gates
New-home construction cannot begin until the required ACC and public building permits are in place. Clear-cutting without the required ACC permit is listed with a $2,500 cost-recovery charge plus any ACC requirements to replace improperly removed trees. 1

ACC compliance checks are not building-code inspections. Keep both records.

Track permit and completion dates
Missing the 45-day start date voids the ACC approval, forfeits the permit fee and requires a new complete application. The table identifies one 15-day start extension with Administrator approval and says a reasonable extension of the 12-month completion deadline may be obtained for cause. Do not assume either extension. 1

Separate occupancy, punch-list and financial closeout
Do not collapse the public-code occupancy document, ACC compliance review, punch list and assurance release into one checkbox. The ACC will not issue its final written compliance review until all non-compliance charges are paid.

Preserve enforcement and appeal deadlines
The Blue Book describes short, different appeal periods. This worksheet does not decide which route applies to a particular notice.
